Where does it say that it's just for bnet? ^^ And why use it on bnet but not on netease??

Well, unless otherwise stated it commonly means it's meant to be used on the official servers (and its latest patch) only.

But you're certainly right, it's not explicitly stated here.

 

As for "why use it on bnet but not on netease": Simply because anti-cheat measurements might be totally different between each and every service.
